The Parish Council is not a decision making body regarding the granting of Planning Permision within its boundaries. However it is consulted by the Planning Authority on all applications that are within or may impact the community.
The Parish Council normally considers Planning Applications at it’s bimonthly meeting or where necessary a planning sub comitte meeting is called. Notices for such meetings will be posted on the Village Notice Board by the Jubilee Meadow, Back Street and every effort will be made to ensure copies appear in other prominent positions in the Parish including on this website.

Consultation – There has been no consultation with neighbours or the Parish Council.
Size – should be proportionate in size to the existing dwelling. This application has an increase of 69 square metres which results in being 62% larger than the original application (which was withdrawn). In addition, the building has gone from a 1.5 storey building to a 2 storey building.
Design – the PC are suspicious about this design. The original cottage has been replaced and in addition there is a second building joined by a walkway. The second building is substantial with a kitchen, dining room, bedroom and bathroom. In the future if a kitchen were installed in the first building this could result in two separate dwellings which would be an overdevelopment of this plot.
Access – the access discussed in the proposal is not wide enough without some alteration to the neighbour’s boundary walls (which are listed) and the neighbour’s adjoining garage. This has not been agreed to. The sightlines will not be improved due to the wall to the west and a hedge to the east.
Flooding – Flood risk assessment refers to the original application and in no way further addresses the concerns of the Parish Council.
Street Scene – The rear double storey building will be clearly visible from Front Street which comprises of a group of one and a half storey grade II listed cottages. East Garston sits within an AONB and the PC feels this proposal will have a detrimental effect on the character of the rural area as well as a negative impact on neighbouring properties.

This was a unanimous decision based on the following;
- The proposal seeks the erection of an ancillary storage building but there is no information as to what the storage is required for,ie what exactly is being stored.
- The proposal states that this area will be used as a base for their business, but councillors are unsure as to what type of business this is as so much information on the application is redacted. It would also appear that the company has recently been dissolved.
- The overall visual impact is not in keeping within an AONB and the proposed replacement building appears to be twice as high as the existing barn.
- The proposal seeks the retention of an area of hard surfacing. Buildings and tarmacked roads have already been built showing a total disregard for the planning process.
- The Parish Council had requested a planning officer visit the site previously which has not happened.
- The Parish Council is concerned about stealth planning due to two applications to build a house on this site already being refused.

In light of additional information in relation to the size and height of the proposed new build and a large number of objections being received by residents. The timing of the application (between Christmas & New Year) gave very little time for comments to be submitted before the PC meeting on the 6th January.
The PC originally had concerns in relation to the neighbouring properties, in particular Larkspur and stated they would like to see amended plans before approval is given. No such plans have been received.
Objections include;
- The negative impact on the landscape and character of the area
- The new build would dominate that part of Front Street
- Flood risk
- Breaching of planning policies in relation to being in a conservation area and AONB
- The new build is not proportionate in size and scale to the existing dwelling
- The improved sightlines stated in the application cannot happen without the destruction of the wall of Cherry Cottage which is a listed building.
- Misleading information regarding the car port – the application states that it already exists but is no more than a small shed.
Originally the PC had submitted No Objections. However, this was not a unanimous decision and the Parish Council requested the following be taken into consideration;
- The Parish Council accept that the property needs to be knocked down and rebuilt to make it habitable, however the scale of the proposed building seems disproportionate to the size of the existing cottage and plot
- Take neighbours concerns into account – Several objections have already been received
- Larkspur (formerly Dabwan): the proposed plans take the building within 1 metre of the Larkspur fence and also, due to the height of the proposed building the three windows on that side overlook the patio, open plan kitchen and living area – the occupant will have no private outdoor space and no privacy within the home. The architect has stated that the plans can be slightly amended to help alleviate this and the Parish Council would like to see these amendments before approval is granted
- Willowbrook cottage; (opposite Greengates) also have concerns relating to the size and shape of the building in relation to the size of the plot. In addition, with the position of the SW gable wall the windows would look directly into their sitting room.
- Cherry cottage; the improved access sightlines mentioned above do not take account of the existing wall belonging to Cherry Cottage. The owner does not want to take down or reduce the height of this wall which means no improvement of sightlines on this narrow stretch of road
- The property is at risk of surface water flooding and rising ground water from local springs- the application states surface water will be dealt with by soak-away, however there are concerns that the soak away will fill with groundwater and the Parish Council feel a drainage system should be introduced as part of the plans. In addition, it is very important that no groundwater can enter the new sewage system as the village has ongoing issues with the current Thames Water sewage system.

However, this was not a unanimous decision and the Parish Council request the following be taken into consideration;
- The Parish Council accept that the property needs to be knocked down and rebuilt to make it habitable, however the scale of the proposed building seems disproportionate to the size of the existing cottage and plot
- Take neighbours concerns into account – Several objections have already been received
- Larkspur (formerly Dabwan): the proposed plans take the building within 1 metre of the Larkspur fence and also, due to the height of the proposed building the three windows on that side overlook the patio, open plan kitchen and living area – the occupant will have no private outdoor space and no privacy within the home. The architect has stated that the plans can be slightly amended to help alleviate this and the Parish Council would like to see these amendments before approval is granted
- Willowbrook cottage; (opposite Greengates) also have concerns relating to the size and shape of the building in relation to the size of the plot. In addition, with the position of the SW gable wall the windows would look directly into their sitting room.
- Cherry cottage; the improved access sightlines mentioned above do not take account of the existing wall belonging to Cherry Cottage. The owner does not want to take down or reduce the height of this wall which means no improvement of sightlines on this narrow stretch of road
- The property is at risk of surface water flooding and rising ground water from local springs- the application states surface water will be dealt with by soak-away, however there are concerns that the soak away will fill with groundwater and the Parish Council feel a drainage system should be introduced as part of the plans. In addition, it is very important that no groundwater can enter the new sewage system as the village has ongoing issues with the current Thames Water sewage system.
